43rd Raising Day of APP celebrated

Maintain balance between moral and legal duties: CM

Staff Reporter

ITANAGAR, Nov 8: Chief Minister Nabam Tuki urged Arunachal Pradesh Police (APP) to maintain a delicate balance between moral and legal duties as the situation in Arunachal is distinctly different from other states. The Chief Minister was addressing the APP’s 43rd Raising Day celebration at Rajiv Gandhi Stadium, Naharlagun today.

Highlighting the duties and responsibilities of a policeman, Tuki said that human rights are core values which the police have a moral as well as a legal duty to uphold.

The situation in Arunachal in terms of policing is very distinct and peculiar. The state has so many tribes distinctly different from each other with highly sensitive ethos and egos. People get hurt by simple things. Hence, they (Police) must maintain a delicate balance between protecting human rights and preserving the security of the people, which though difficult, is not impossible, said Tuki.

The power of a police officer lies in his ability to enforce the law. The police forces are different from defense forces in a sense they have to work with civil society for maintaining law and order. Their job is no less important than the defense forces, since handling the tricky situations while operating in the vicinity of civilians can be more challenging than guarding the borders.  In a broad sense, police keep the bad elements of society at bay. They fight for maintaining peace and harmony. There are many forces in the world that disrupt the peace and balance of the social environment; such forces and anti-social elements are kept under control by the police, he said.

The police officers have to remain vigilant and control all such acts that ultimately lead to violence. Thus, one shouldn't take the services of police officers for granted, Tuki said.

On the occasion, the Chief Minister announced enhancement of Grant-in-Aid to APP Welfare Society from Rs 50 to Rs 100 per personnel, welfare loan, such as medical treatment, marriage, education, medical aid for cancer, heart, kidney, permanent disability, ex-gratia in case of death, natural calamity, spectacle grant of Rs 1000 for member above 40 years, education scholarship, one time grant for higher education of children, accident benefit of Rs 1 lakh for death, Rs 50000 for serious injury/disability, retirement benefits, superannuation scheme (Grant in case of death and retirement), one time grant of Rs 70 lakhs for opening up Police Subsidiary Canteens.

At present there is only one subsidiary canteen at 1st APPBn, Chimpu. He also announced to open seven subsidiary canteens at 1st IRBn Hqs at Namsangmukh, 2nd IRBn Hqs at Diyun, 5th IRBn Hqs at Pasighat, 2nd APPBn Hq at Aalo besides one each at Daporijo, Bomdila and Tezu district headquarters.

The CM further announced the enhancement of ration money from the existing Rs 300 to Rs 500 per personnel per month from the rank of Grade IV to Sub-Inspector covering a total 11,701 personnel with financial involvement of Rs 7.2 crores, regular supply of uniforms, Rs 6.83 crore for 2015-16 to procure uniforms for Grade IV to Inspectors including APPBn and IRBn of about 13500 personnel.

While ensuring that the families of all the police persons will be covered under Chief Ministers’ Universal Health Insurance Scheme (CMUHIS), he called on all of them to get themselves enrolled with the scheme.

Home Minister Tanga Byaling hailed that the force for doing commendable job.

He informed that CCTV’s will be made available for better surveillance in and around Itanagar and that the CCTV footages will be examined here in the state itself.

“We will do the verification of the CCTV footages here itself. No more sending to Delhi and other metros for analysis,” he said.

He also informed that equipments have been procured to screen use of drugs and alcohol.

The home minister suggested for a system to be introduced such as promotional benefits and increments to award policemen with exemplary services.

ITANAGAR, Nov 8: Congress will initiate necessary disciplinary action as per the constitution of the party against all the rebel MLAs in Arunachal Pradesh.

Narayanasamy and AICC Secretary and In-charge of Arunachal Pradesh Dr. K. Jayakumar, asked the party cadres to deal strongly against those dissident party MLAs, who have been allegedly working at the command of the BJP. They further said that matter of dissidence within the Congress party will be apprised to AICC Chief Sonia Gandhi and Vice President Rahul Gandhi for further action and to sort out the internal conflict. Child labour: a growing menace in Arunachal

[[ Monday Musing ]]

[ Appu Gapak ]

“We do not face human trafficking problem in our state much like other states. In fact we bring in people from other states to work for us”, this had been  my reply to a question about the scene of human trafficking in Arunachal during a trafficking in-person conclave that I attended in Guwahati in the fag end of 2013. My honest response got me many cold glances. I had been naive, not knowing the harsh realities of life.

And then I met A and B from a small village in the newly bifurcated Longding district. They are sisters and work as maids in Itanagar.

A and B tell me their brother goes to school. But they have to work to pay for their family’s expense. There are many like them working in the various corners of the state. Some of them work outside too. They have been sent off by their parents willingly to work as maids.

“Recently we rescued a girl from Changlang working as maid in Itanagar. She has been handed over to Oju Mission Orphanage. But she refuses to go back. She says she will rather stay here than go back or else she will be sold again,” shares Labour officer Lee Ete. Such is the harsh reality.

Another seven-year-old girl was allegedly sold off by her father in the remote Kurung Kumey district a month ago for a sum of Rs 30,000, who was later again sold off for a much higher price at Rs 1.5 lakhs. The evils of child labour in the state are on the increase as many children, mostly girls, are being sold off. Many of the families are unable to afford the basic necessities of life. For the poor, labour is often the only asset they can use to improve their well-being and hence the parents are forced to sell their children off to work as maids. There are many contributing factors to child labour, which include economic deprivation, living condition, and lack of employment opportunities, social status, lack of education and of course gender biasness when the girls, both A & B, are being made to work as maid while their brother goes to school.

Only 'rescuing' children, often will not help. What is required is addressing the reasons that force children to work. Children work mainly to help their families because the adults do not have appropriate employment and adequate income. Children also work because there is a demand for cheap labour in the market.

In light of these contributing factors, it seems child labour is not going to disappear very easily in the near future. It will continue to flourish unless economic conditions of the people are improved and women are treated as equals.

And like what the labour officer has said, children will still refuse to go back home because they will still be sold. “They don’t even get to have a proper meal in their homes. They are better off with us,” someone had said and till the situation improves this stands true.

CDPOs for release of honorarium to Awangwadi workers, helpers on monthly basis

ITANAGAR, Nov 8: Arunachal Pradesh Child Development Project Officers’ Welfare Association (APCDPOWA) has appealed to the Government for release of honorarium to the Angawanwadi Workers and Helpers on a monthly basis.

The APCDPOWA in its general conference cum election/selection held here yesterday observed that since the Anganwadi Workers and Helpers are the key functionaries at the grassroots level, who deliver the services to the targeted group, their honorarium should be released on a monthly basis instead of present phase-wise.

The meeting also advocated for providing additional incentives for them considering their increasing workloads.

“Due to launching of many new programmes in the department, such as SABLA, IGMSY, ECCE and new MIS etc. the work load of AWWs and AWHs has increased many-fold for which the Govt. should consider for providing additional incentives as being practiced in other states,” said APCDPOWA in a release.

The Anganwadi Workers award should also be given during important occasions or days at district or state level instead of awarding it to them at ICDS project level silently, the release said.

The meeting also discussed various problems faced by the CDPOs at ICDS Project level and strategies for effective implementation of various schemes of the department.

All the officers present during the conference felt the need of increasing the numbers of officers and officials considering the expansion of ICDS Projects and launching of many new programmes.

All districts, including Itanagar Capital Complex should have separate one post each of DD (I), the meeting opined, and further suggested for separating the state into two zones --East and West-- and creation of post 1 each of J.D(I) to ease down the workloads of the department. The meeting also urged the government for promotional avenue for the CDPOs serving in the same post for last 23-24 years.

The meeting urged for strengthening the Directorate by posting sufficient officers. The present strength of 1 officer each of JD (I) and DD(I) is found to be quite insufficient to attend the officers and officials coming from far flung and various project areas for various works.

Provision for two directors--one for ICDS and other for schemes should be made and independent officer for other programmes such as Protection of Women from Domestic Violence (PWDV), Juvenile Justice etc. appointed in all the districts for effective and qualitative deliverance of services, the release added.

Earlier, the association felicitated Dipti Seal Barman, the retired CDPO, who joined the department as a Gamsevika (Jr.) in 1979 and served at various places, with memento in recognition of her services to the needy and downtrodden, especially women and children. She also was one of the active members who contributed a lot for the welfare and strengthening of the association.

A new executive body of the association was also constituted.

The meeting was attended by the CDPOs working at various ICDS Projects under the Department of Women and Child Development, Arunachal Pradesh.

APYC  rejoices Bihar poll results, alleges  dissident party MLAs of hobnobbing with central BJP leaders

ITANAGAR, Nov 8: The outcome of Bihar election where BJP has been decimated by JD(U), RJD and Congress alliance is having effect in Arunachal too. The Arunachal Pradesh Youth Congress (APYC) today claimed that dissident Congress legislators currently camping at Delhi were hobnobbing with central BJP leaders and were waiting for Bihar election.

“These legislators were showing signs of according confidence on BJP and hobnobbing with its leaders. The Bihar results should wash away their vested dreams of holding power at the cost of state’s development. They were waiting for the Bihar Assembly election results to decide their future plans. Now the result is out and the defeat of BJP and its alliances in Bihar Assembly election to Mahagat Bandhan alliance of JD, JD (U) and INC is the first step towards downfall of BJP,” said APYC. Further they appealed to the BJP National President Amit Shah, General Secretary, in-Charge North East, Ram Madhav and Union MoS for Home Kiren Rijiju to free Congress legislators from their game plan, so that they can come back and contribute to the developmental process of the state.

The youth Congress member also appealed to senior Congress leader and Rajya Sabha Member Mukut Mithi to coordinate and facilitate the process of homecoming of those misguided legislators as it has been reported that he has been very close to them and the central BJP leaders.

Meanwhile within BJP the voices of dissent against possible joining of Congress legislators into BJP have came out openly. Today members of Kalaktang Mandal Committee of BJP claimed that Congress MLA from Kalaktang constituency is trying to join into BJP.  They have appealed to the BJP national and BJP state presidents not to accept him into party alleging that he is involved in several wrongdoings. They also leveled serious allegation of nepotism and corruption against him.  Further BJP Mandal committee also alleged that absence of local MLA from the constituency for months together is unbecoming of a law maker who happens to be also the Deputy Speaker of State Assembly. The developmental activities have come to a standstill and the common denizens are suffering, they added.

Bihar result to have national ramification

The Bharatiya Janata Party (BJP) was today decimated in Bihar after losing badly to the grand alliance of JD(U), RJD and Congress. Grand Alliance has registered a big win by securing 178 seats in the 243-member legislative assembly, marching well ahead of the two-third mark of 162. Of this, RJD bagged 80 seats, JDU 71 and Congress 27. NDA has secured 58 seats of which BJP has got 53 seats. LJP and RLSP have bagged two seats each while HAM has got one seat. Others have won seven seats. This is the second major election defeat for BJP in the last one year after losing badly in the Delhi election.

The Bihar election was fought bitterly and political analysts believes that ramification of this result will be felt across the nation. Modi wave for sure has ended and now people are starting to ask tough question to him about promises made during the Lokh Sabha election. People of Bihar have out-rightly rejected the communal politics used by BJP and greater Sangh Parivar members during the election. Opposition parties are elated over victory and are taking potshot at BJP. Congress leader Rahul Gandhi has termed the grand alliance's triumph, a victory of unity over divisiveness, humility over arrogance and love over hate. Also the election was seen as a personal battle between Prime Minister Narendra Modi and Chief Minister Nitish Kumar. For now Nitish has emerged as clear winner and in the process has severely dented the image of PM Modi.

Tourism dept and stakeholders working hard

Dear Editor,

This is with reference to the news published recently under the headline 'TOURISM DEPT. REFUTES GOVERNER'S CLAIM'.

Arunachal Pradesh Tour Operators Association (APTOA) being the biggest stakeholder of tourism in the state supports the statement and clarification of tourism dept. The figure of tourist arrival of both Indian & foreign tourist has grown significantly in the recent year. More revenue has been generated due to the efforts of dept. of tourism and its stakeholders.

We, the APTOA members strives hard to promote and bring in more tourists to the state through various Nationals & International Travel fairs & festivals where Tourism dept. helps the tour operators by supporting us in every possible way.

We along with the dept. are instrumental in promoting Arunachal tourism through attending fairs & festival like WTM, London, ITB Berlin, PATA, Satte, ITM, TTM etc. With all our hard work and efforts we manage to achieve success after being awarded 'World's 4th best region to visit" in 2012, National Tourism award for "Best state in the category of Clean India Campaign" and "best adventure tourism destination" Award in 2014 by CNBC Awaz and "Best Eco-Tourism Destination by Today's Travellers Magazine.  The coming up of Green Field airport and Trans-Arunachal Highway will further boost tourism industry.

Various new policies is being adopted by the dept. to promote tourism through tour operators by providing opportunities like Hunar se Rozgar, Mukhiya Mantri Paryatan Vikas Yojna, providing Homestays, Tented camps, adventure equipments and organizing various cultural, musical and adventure festivals and holding capacity building training programs.

We are always eager to work hand in hand with the tourism department  to promote and to make Arunachal Pradesh the best tourist destination of India.

Yours,

Bengia Mrinal

Vice President,

Arunachal Pradesh Tour Operators Association.

More of ideological war

Dear Editor,

Through the esteemed column of your daily, I want to express my views with regards to some so called prominent people who are returning their awards due to the growing intolerance in the country as alleged by them after the BJP led NDA government came to power at the center. Certainly I too feel the heat of intolerance has increased among some section of people in the recent past. But for that to return their awards, is it justified? I don't think so, I find it ridiculous & laughable.

The recent incidents where some fringe elements, not state actors trying to dictates & throw their majoritarian beliefs on others on dietary habits like: for e.g urging the government to ban the selling & killing of Cow all over the country, ghar wapasi; death of Akhlaq & many other such issues has not gone down well with the minorities & that can't be denied for sure.

I too have strong reservation on such issues & I am very critical about it. I have always raised my voice & opinions in all these issues time & again in various forums.

Having said that, here I find the matter is bit different. Some people are deliberately keeping their eyes closed & they don't want to acknowledge any good things which are happening in the Modi government. This made me wonder whether their returning awards to the government is a genuine one or it's just a sheer propaganda to defame the BJP led NDA government at the center. I doubt, there's some deep rooted conspiracy behind to defame BJP led NDA government. Whether we like it or not, we shouldn't forget that its people of India, who has given the mandate to the BJP led NDA to run the government for 5 years & we as a nation should respect the verdict of the people.

Moreover law & order is a state subject. How center can be blamed for every little issues which are happening in UP, Karnataka, Arunachal Pradesh & in any other states of the country. No country is perfect not even so called great super power USA. In a vast country like India, which has a population of 125 crore there may or will be a section of organizations, groups or people who may have their own set of agenda & their agendas can be detrimental to the very existence of our country.

We should not just get carried away by their mere symbolic gestures. These bunch of hypocrite who are returning their awards are followers of certain ideology. It's not a sin to believe in certain ideology but returning their awards it doesn't make any sense at all & it will not serve any purpose either.

It seems it is more of an ideological war then to do with intolerance. God only can save my country from these so called intellectual.

Jai Hind, Jai Bharat!

Yours,

D. Gao
